* build-aux/download.scm (%url-base): Change to alpha.gnu.org.
* distro/packages/bootstrap.scm (%bootstrap-base-url): Rename to...
  (%bootstrap-base-urls): ... this.  Add alpha.gnu.org as the first
  URL.  Update users.
