list-runtime-roots: Ignore PIDs we cannot access. 
This allows running as non-root.
Fixes a regression introduced in b8f59cdc20.

* nix/scripts/list-runtime-roots.in (referenced-files): Handle EACCES in
addition to ENOENT.
