import: nuget: Add tests and documentation.
* guix/import/nuget.scm: Prevent optimizing small functions away completely.
* tests/import/nuget.scm: New file.
* doc/guix.texi (nuget): Document it.
* Makefile.am (SCM_TESTS): Add reference to it.
