gnu: zbar: Disable static and qt build.

* gnu/packages/aidc.scm (zbar): Disable static and qt build.
[build-system]: Switch to glib-or-gtk-build-system.
[arguments]<#:configure-flags>: Add --disable-static.
[inputs]: Replace v4l-utils by v4l-utils-minimal.
