gnu: alot: Update to v0.12.

* gnu/packages/mail.scm (alot): Update to v0.12.
[arguments] <tests?, test-flags>: Enable, skip only 4 problematic tests.
<phases>: Add 'include-defaults, 'fix-share-path, and 'install-themes.
[native-inputs]: Add gawk, python-pytest, and python-setuptools-scm.
