<#:phases>: Rename and refresh phase 'avoid-pytest-cov to
'relax-coverage-requirements.
[native-inputs]: Add python-hatchling, python-mock,
python-pytest-timeout.  Replace python-pytest-asyncio-0.23 by
python-pytest-asyncio.  Remove python-setuptools.
