gnu: ghc: Add support for aarch64.

Add aarch64 as a supported system for ghc-9.2.8 using 8.10.7 as bootstrap.

* gnu/packages/haskell.scm: Add binary-ghc-8.10.7, augment ghc-9.2 package
definition to support aarch64, using 8.10.7 as bootstrap.

Fixes guix/guix#1858
