services: networking: Add iwd-service-type.

* gnu/services/networking.scm (iwd-service-type): New service type.
(iwd-configuration), (iwd-settings), (iwd-scan-settings),
(iwd-general-settings), (iwd-network-settings): New configuration types.
* doc/guix.texi (Networking setup): Document it.
