gnu: python-pyzabbix: Move to python-web.

This is an intermediate Python module communicating with Zabbix API via
HTTP, the best place is (gnu packages python-web).

* gnu/packages/monitoring.scm (python-pyzabbix): Move from here ...
* gnu/packages/python-web.scm: ... to here.
