gnu: python-libtmux: Update to 0.53.0.

[build-system]: Switch to pyproject-build-system.
[arguments]<#:test-flags>: Ignore pytest arguments and failing tests.
<#:phases>: Replace 'check phase replacement by a 'configure-tests
phase.
[native-inputs]: Add python-hatchling, python-pytest.
