gnu: Merge (gnu packages microcom) into (gnu packages engineering).

* gnu/packages/microcom.scm (microcom): Move to ...
* gnu/packages/engineering.scm (microcom): ... here.
* gnu/packages/microcom.scm: Remove file.
* gnu/local.mk (GNU_SYSTEM_MODULES), po/packages/POTFILES.in: Unregister
file.
