prjtrellis.
[native-inputs]: Add icestorm, prjbeyond-db, and prjtrellis.

<#:configure-flags>: Add EXPORT_BBA_FILES; remove USE_IPO; fix
HIMBAECHEL_PRJBEYOND_DB.
