gnu: gerbera: Update to 3.0.0.

* gnu/packages/upnp.scm (gerbera): Update to 3.0.0.
[inputs]: Add icu4c and jsoncpp. Replace spdlog-1.13 by spdlog.
[arguments]<#:phases>{patch}: New phase to enable installation of bash
completion file.
